WASHINTON – Today, Representatives David Scott (GA-13), Mariannette Miller-Meeks (IA-01), Nikema Williams (GA-05), and Dan Crenshaw (TX-02) introduced a bipartisan measure to increase education, awareness, and recognition of Endometriosis—a painful chronic condition impacting as many as 10 percent of women.

“We know that the effects of endometriosis go well beyond those with the condition to include significant others, parents, extended family members, and close friends.” said Rep. David Scott (GA-13). “Lack of public awareness and educational research have contributed to delayed diagnosis and misdiagnosis for millions of women living with the disease. While we continue the fight for a cure, our bipartisan resolution reaffirms the importance of seeking access to early diagnosis and effective treatments. Forging strong partnerships between researchers, academic institutions, and medical providers involved in research can help identify effective methods of endometriosis prevention, diagnosis, treatment, and care, as well as prevent increased infertility for women living with endometriosis.”

The Endometriosis Awareness Month Resolution expresses support for the designation of March 2026 as Endometriosis Awareness Month and recognizes the need for early detection and treatment, increased education for health care providers, and continued research for more effective treatment for women suffering from the disease.

Endometriosis impacts 1 in 10 women of reproductive age in the United States and an estimated 200 million women worldwide. The National Institutes of Health (NIH) reports that up to 50 percent of women with endometriosis experience infertility. Symptoms are often so severe that women stay home from work and miss time with friends and family. Despite its prevalence, federal endometriosis research equates to just $1.10 per year for each diagnosed woman.

Congressman David Scott Requests Nearly $32 Million in FY2027 Community Project Funding Priorities for Georgia’s 13th District

WASHINGTON D.C. - Today, Congressman David Scott (GA-13), a senior member of the House Agriculture and House Financial Services Committees, announced a list of twenty Community Project Funding priorities in the 13^th Congressional District for the Fiscal Year (FY) 2027 appropriations cycle.

Each Fiscal Year, Members of Congress can request Federal funding from the House Committee on Appropriations for up to fifteen community projects in their home districts. As part of that process, Congressman David Scott solicited requests through stakeholder meetings and member level engagement and submitted the list of projects outlined below. These Federal dollars provide vital resources to improve transportation and water infrastructure, enhance public safety, and help veterans access lifesaving health care.

“In every vote I cast and every bill I fight for, my focus is simple: delivering results for the people I represent in the 13^th District,” said Congressman David Scott. The nearly $32 million in Federal funding I have requested is going directly back into our neighborhoods—to repair roads, modernize schools, expand access to clean water, and create good-paying jobs. These priorities represent crucial investments in infrastructure and services that will strengthen our communities and bolster local economies for Georgians. I look forward to working closely with officials from across the district on each request to ensure we address the needs of the hard-working families we serve.”

Congressman Scott’s projects include:

Project: Gwinnett Hidden Forest Water Main Replacement

Description: The Gwinnett County Board of Commissioners would use this funding to replace and construct approximately 4,500 feet of pipe to replace substandard drinking water distribution mains in the Hidden Forest neighborhood.

Project: Newton County Alcovy Pump Station Improvement Project

Description: Newton County would use this funding to replace existing raw water pumps, repair the Alcovy Pump station deck, and install new electrical feed equipment to increase water supply by 4.5 million of gallons per day.

Project: Lawrenceville Redland Creek Greenway – phase I

Description: The City of Lawrenceville would use this funding to develop a pedestrian and multi-use trail connecting downtown Lawrenceville and the Gwinnett County Discovery Park, ensuring ADA accessibility.

Project: Stockbridge Willow Springs Drinking Water Replacement Project

Description: The City of Stockbridge would use this funding to replace failing water distribution pipes and replace lead service lines with new, lead-free service line.

Project: Gwinnett Accessible Pedestrian Upgrades Project

Description: The Gwinnett County Board of Commissioners would use this funding to make several pedestrian improvements in high-traffic areas, including the installation of accessible pedestrian signals, crosswalk infrastructure and curb ramps.

Project: Rockdale County Trail and Parks Safety Project

Description: Rockdale County would use this funding to install safety cameras at parks, trailheads, and along trails in the county and purchase all-terrain vehicles to improve safety and security within Rockdale County parks and trails, deterring vandalism and illegal dumping while assisting law enforcement with reliable footage and allowing parks staff to patrol trails.

Project: Clayton Police Department Real Time Crime Center Expansion Project

Description: The Clayton County Police Department would use this funding to upgrade its real-time crime center, including closed circuit television monitoring, license plate reader systems, flock camera integration, real-time video monitoring and analytics, and data sharing equipment.

Project: Henry County Schools Food Hub Project

Description: The Henry County Public Schools Foundation would use this funding to establish a no-cost, school-based food hub, including installing shelving, refrigeration inventory-tracking software, and other equipment needed to develop a food hub.

Project: Jonesboro Accessible Playground Project

Description: The City of Jonesboro would use this funding to make upgrades to Massengale Park, a park centrally located near one of the busiest commercial areas in the city, to improve accessibility under the Americans with Disabilities Act.

Project: Rockdale County Accessible Outdoor Improvements – Phase I Project

Description: Rockdale County Public Schools would use this funding to implement phase I of a capital project improving access to outdoor learning and community-facing school spaces, including for students with disabilities.

Project: Stockbridge Willow Springs Clean Water Project

Description: The City of Stockbridge would use this funding to replace wastewater infrastructure in the Willow Springs Neighborhood. Specifically, the project will replace 2,245 linear feet of force main and upgrade manhole and air release infrastructure.

Project: Snellville Downtown and Briscoe Park Connecting Trail Project

Description: The City of Snellville would use this funding to develop 2,000 linear feet of paved trail to connect Briscoe Park with Snellville’s newly revitalized downtown to provide greater access to downtown Snellville, connecting private business, community centers, and recreational opportunities.

Project: Newton County Health Equipment Project

Description: The Newton County Board of Commissioners would use this funding to purchase Stryker Cardiac Monitors, Lucas CPR Devices and training units, and service plans for the devices to allow Newton County first responders to better respond to public emergencies and provide critical care.

Project: Gwinnett County School-Based Health Center

Description: Gwinnett County Public Schools would use this funding to renovate a school-based health center and purchase capital equipment including exam tables and high intensity lighting to provide health services to Gwinnett students.

Project: Lovejoy Multi-Modal Safety & Economic Connectivity Project

Description: The City of Lovejoy would use this funding to improve pedestrian and commuter safety along commercial corridors, including sidewalk connectivity, pedestrian crossing improvements, installation of lighting infrastructure, and ADA-compliant ramps.

Project: Lovejoy Public Safety Equipment Project

Description: The City of Lovejoy would use this funding to purchase police cruisers, license plate readers, a radar unit, laser speed detection devices, and storm warning system software to better enforce laws, respond to crime, and inform law enforcement operations during extreme weather events.

Project: Regional Impact Health Foundation Workforce Development and Health Support Mobile Unit

Description: The Regional Impact Health Foundation would use this funding to purchase a 38-foot mobile unit including private intake rooms, a medical exam room, ADA accessibility features, wheelchair lift, check-in station, and cabinetry to provide job placement services, physical therapy, and behavior health support.

Project: Rockdale County Fire Safety Training Complex Project

Description: Rockdale County would use this funding to construct a Fire Safety Training Complex to allow local law enforcement and other first responders to train in fire safety more easily, improving recruitment and retention and helping first responders better respond to fire emergencies.

Project: University of Georgia Research Infrastructure

Description: The University of Georgia would use this funding to purchase lateral-move irrigation systems, upgrade electrical and control systems, and purchase research and data collection systems to improve agricultural research and practices in Georgia.

Project: MARTA Mobility Paratransit Fleet Modernization and Reliability Initiative

Description: The Metropolitan Atlanta Rapid Transit Authority would use this funding to replace two MARTA Mobility paratransit vehicles that have exceeded their federally defined useful life to provide paratransit services for individuals with disabilities.

Congressman David Scott Calls on DHS to Halt Deportation of Georgia Veteran and Uphold Due Process

WASHINGTON D.C. - Yesterday, Congressman David Scott (GA-13), sent a letter to the Department of Homeland Security (DHS) urging an immediate stay of removal for Georgia constituent and U.S. Army veteran Godfrey Wade and calling for his immigration case to be heard in court before any further enforcement action is taken.

Mr. Wade, who honorably served eight years in the United States Army, was arrested during a traffic stop on September 13, 2025, and transferred to Immigration and Customs Enforcement (ICE) custody five days later. He was detained at Stewart Detention Center in Lumpkin, Georgia, where he reportedly endured overcrowded and unsanitary conditions, including sleeping on the floor and being exposed to sewage. He went more than 55 days without a case agent or court appearance. Mr. Wade has since been transferred to a facility in Louisiana and placed on a flight manifest, putting him at imminent risk of removal from the United States.

“Mr. Wade’s continued detention has caused significant physical suffering, emotional distress, and profound disruption to his family and community,” said Congressman David Scott. “Despite repeated efforts to resolve this matter, DHS and ICE have refused to engage with me and my office or provide clarity on the status of his case. This lack of transparency and refusal to communicate with elective representatives is unacceptable and a continuation of the current administration’s destructive immigration efforts. Our immigration system should uphold due process and treat people with dignity, yet in this case it has failed Mr. Wade who has lived in this country for over 50 years, including several years honorably serving in the U.S. Army protecting us all. I will continue to speak out and take action until those principles are upheld.”

Georgia has been significantly impacted by recent ICE actions, with more than 28,7000 immigrants arrested statewide since January 2025. This letter urges DHS to allow Mr. Wade’s immigration case to proceed through the judicial system before any removal action is taken. His case reflects a broader national issue and underscores the urgent need for accountability, humanity, and respect for the rule of law within our immigration system.

Congressman David Scott Secures Nearly $14 Million in New Community Project Funding for Georgia’s 13th District

WASHINGTON D.C. – Today, Congressman David Scott (GA-13), announced the passage of seven additional Community Project Funding (CPF) requests for Georgia’s 13^th District. On January 8^th, the House of Representatives overwhelmingly voted to pass eight projects requested by Congressman David Scott, bringing the total approved funding to $14 million across fifteen projects.

My number one priority in Congress is to work with state and local leaders across the 13^th District to understand how I can best direct federal resources to the most pressing needs in our communities,” said Congressman David Scott. “The nearly $14 million in FY2026 funding will go towards repairing roads and sidewalks in Jonesboro and Stockbridge, upgrading Gwinnett and Newton County pipelines for residents to access clean drinking water, supporting Rockdale Veterans, and creating good-paying jobs. These are vital resources to improve basic infrastructure and lower costs for working families. Each fiscal year, Members of Congress may submit up to fifteen CPF requests to the Appropriations Committee. Congressman David Scott’s requests were informed by extensive stakeholder engagement and community input. The approved FY 2026 projects reflect a broad range of priorities, including transportation improvements, public safety enhancements, water infrastructure upgrades, and Veteran services. Projects passed by the House of Representatives on January 22^nd include:

Project Name: City of Jonesboro Pedestrian Improvements Project
Approved Funding Amount: $3,028,059
Explanation of Request: The City of Jonesboro would use this funding to make pedestrian improvement in high-traffic areas, including the installment of sidewalks, adding pedestrian crosswalks, installment of ADA accessibility features, lighting, and turnup/turndown walls as required to tie with existing grades.

Project Name: Rockdale Veterans Transportation Program Vehicle Acquisition
Approved Funding Amount: $165,200
Explanation of Request: Rockdale County would use this funding to purchase a new vehicle to supplement its Veteran Transportation Program, which assists honorably discharged Rockdale County veterans of any age with trips to the Veterans Hospital in Decatur and the VA clinics in Stockbridge and Covington.

Project Name: Henry County Panola Road Resurfacing Project
Approved Funding Amount: $1,200,000
Explanation of Request: Henry County would use this funding to resurface Panola Road from Fairview Road to State Route 155. Panola Road serves as a critical east-west connection in northern Henry County, providing access to commercial areas, the City of Stockbridge, and the nearby Hartsfield-Jackson Atlanta International Airport.

Project Name: Newton County Salem Road Utility Relocation Project
Approved Funding Amount: $850,000
Explanation of Request: The Newton County Water and Sewage Authority would use this funding to relocate critical water main, valves, fire hydrants, and 110-inch sewer piping to accommodate proposed improvements to State Route 162.

Project Name: MARTA Securing Rail and Bus Facilities
Approved Funding Amount: $400,000
Explanation of Request: MARTA would use this funding to install anti-climb, anti-cut fencing around at bus yards and rail yard facilities to prevent unauthorized access to hazardous and dangerous areas.

Project Name: Rockdale River Trail Improvements
Approved Funding Amount: $500,000
Explanation of Request: Rockdale County would use this funding to connect two disconnected portions of the Rockdale River Trail. Connection these two portions of the trail would provide greater access to centers of business, downtown Conyers, recreational opportunities, and the Monastery of the Holy Spirit.

Project Name: Harvest Gwinnett Mobile Kitchen Project Vehicle Acquisition
Approved Funding Amount: $250,000
Explanation of Request: Gwinnett County would use this funding to purchase a 16-foot box truck with a lift for its “Live Healthy Gwinnett” initiative. The box truck with allows the county to more easily transport its mobile kitchens across cities and rural areas in the county.

Project Name: Newton County Sheriff Department Equipment Project
Approved Funding Amount: $39,000
Explanation of Request: The Newton County Sheriff’s Office would use this funding to purchase FAP-30 FBI-certified LES fingerprint sensors that would be used for mobile applications such as roadside stops, crime scene investigations, and serving warrants. Together, this equipment would give the law enforcement agency the capability to fingerprint offenders and victims efficiently and quickly.

Project Name: Gwinnett County for Transmission Main Replacement Project
Approved Funding Amount: $1,092,00
Explanation of Request: The Gwinnett County Board of Supervisors would use this funding to upgrade the booster station facility, including installing a standby power source and updating the existing electrical system. This project with ensure that Gwinnett County residents will have adequate access to drinking water.

Project Name: Clayton County Police Department Precinct Anti-Crime Taskforce
Approved Funding Amount: $1,031,000
Explanation of Request: The Clayton County Police Department would use this funding to purchase and outfit police cruisers which will conduct gang enforcement operations, surveillance, and offender apprehension. The police cruisers would be outfitted with lighting and siren systems as well as hardware kits that support the Police Department’s in-car cameras.

Project Name: Lawrenceville Police Department Equipment and Technology
Approved Funding Amount: $1,031,000
Explanation of Request: The Lawrenceville Police Department would use the funding to purchase police cruisers which would conduct high-visibility enforcement, first-aid kits, trauma bags, mechanical breaching kits, a hydraulic breaching kit, and other equipment to enhance officer and civilian safety.

Project Name: Conyers Technology & Equipment for Strategic Preparedness
Approved Funding Amount: $1,031,000
Explanation of Request: The City of Conyers Police Department would use this funding to purchase a mobile command vehicle and LTE-enabled portable radios to improve officer preparedness during large-scale incidents, high-threat situations, hostage rescue, and disaster response while enhancing the safety of first responders and civilians.

Project Name: City of Oxford for Water Main Replacement Project
Approved Funding Amount: $1,092,000
Explanation of Request: The City of Oxford would use funding to disconnect the existing iron water main, install a new resilient water main, and reconnect water services lines to ensure residents have access to clean drinking water.

Project Name: Jonesboro Enhancing Law Enforcement and Public Safety Project
Approved Funding Amount: $1,031,000
Explanation of Request: Jonesboro Police Department would use this funding to purchase various pieces of equipment such as a portable message board trailer, portable LED light tower trailers, speed detection trailer, stop sticks, rapid ID devices, alcohol detection services, police cruisers, laptops, body cameras, and in-car cameras. This equipment will improve officer reporting, access to real-time information, and public communication during public emergencies.

Project Name: Newton County for Transmission Main Replacement Project
Approved Funding Amount: $1,092,000
Explanation of Request: Newton County would use this funding to install new 36-inch water main to replace the existing transmission lines. This project would ensure potable water for nearly all residents of Newton County

WASHINGTON D.C. - Today, Congressman David Scott (GA-13), led the entire Georgia Democratic Congressional delegation in filing a resolution formally recognizing the City of Atlanta, Georgia, for its historic leadership in the Civil Rights Movement. The measure honors the city’s unparalleled role in shaping one of the most transformative movements in American history and the legacy of its iconic leaders.

“Atlanta has long stood at the center of America’s long struggle for racial justice as a beacon of hope, progress, and justice,” said Congressman David Scott. “From the pioneering work of W.E.B. Du Bois to the leadership of Dr. Martin Luther King Jr., our city has always been a bedrock for students, faith leaders, organizers, and everyday citizens who continue to help lead the nation toward equality and empowerment for Black and Brown communities. More importantly, affirms the importance of preserving an honest and complete account of America’s past.

Reps. David Scott and Lucy McBath Introduce a Bill to Cut State Costs and Ensure Children Don’t Go Hungry During Summer

WASHINGTON D.C. - Today, Congressman David Scott (GA-13) and Congresswoman Lucy McBath (GA-6) introduced the Bridge to Summer Nutrition Act, a bill to protect children from hunger, strengthen states’ fiscal stability, and fight back against the President Trump’s and Congressional Republicans’ attacks on our nation’s nutrition program.

The Bridge to Summer Nutrition Act directly responds to the damage caused by the Big Ugly Bill, the Republican reconciliation bill that slashed $186 billion from the Supplemental Nutrition Assistance Program (SNAP) and dramatically increased the financial burden placed on states. Under the Big Ugly Bill, states are now required to cover 75% of SNAP administrative costs and part of SNAP benefits costs while continuing to pay 50% of Summer Electronic Benefits Transfer (Summer EBT) administrative costs. This is a sharp increase that has caused uncertainty as to whether states can continue participating in crucial child nutrition programs.

“In Georgia, more than 1.1 million children would automatically be enrolled in Summer EBT if Governor Brian Kemp opts the state into the program,” said Congressman David Scott. “Unfortunately, he has repeatedly ignored Georgia Democrats’ calls for him to participate in the program. At the same time, Congressional Republicans and the Trump Administration continue their attacks on safety net programs, discouraging states from participating in nutrition programs and walking away from hungry children. This bill chooses the opposite by lowering state costs, expanding access, and making sure kids don’t pay the price for partisan ideology.”

"Children living in Georgia and the other 12 states that refuse to participate in federal nutrition programs are at risk of going hungry during the summer break,” said Rep. Lucy McBath. "For years, Georgia Democrats have encouraged Governor Kemp to reverse his decision to opt out of the Summer EBT program that automatically provides an additional $120 dollars in nutrition benefits per child to families in need. There is no reason why any child should wonder where their next meal is going to come from when their state leaders are turning down federal dollars."

"Over the last two years, 21 million children across 37 states have benefited from Summer EBT, said Crystal FitzSimons, president of the Food Research & Action Center (FRAC). This proven program ensures children have access to the nutrition they need to thrive, and return to school ready to learn, while generating local economic activity. The Bridge to Summer Nutrition Act helps to recognize states that are actively working to decrease childhood hunger and incentivizes all states to opt in to the Summer EBT program. Summer EBT is a Department of Agriculture (USDA) program that provides $40 per month, per child during the summer months–$120 total–for children in households that qualify for SNAP, Temporary Assistance for Needy Families (TANF), and other safety net programs as well as children who receive free or reduced-price school meals. However, states must opt into Summer EBT. Currently, 13 states, including Georgia, do not participate, preventing over 10 million children from accessing the program, including 1.1 million children in Georgia.

Specifically, the Bridge to Summer Nutrition Act of 2025 would:

· Incentivize state participation in Summer EBT by reducing a state’s administrative cost-share for both SNAP and Summer EBT to 10% for any fiscal year in which the states opt into the program.

· Maintain current cost-share requirements for nonparticipating states, keeping SNAP administrative costs at 75% for states that choose not to participate in Summer EBT.

· Reduce overall state spending on nutrition program administration, allowing states to reprioritize millions of dollars to other state programs.

· Strengthen continuity of nutrition assistance during summer months when school meals are unavailable, ensuring children do not lose access to food when school is out.

The Housing for the 21^st Century Act cleared a key hurdle by passing near-unanimously out of committee with a 50-1 vote. It now heads to the full House Floor for consideration.

WASHINGTON D.C. - Today, Congressman David Scott (GA-13) joined House Financial Services Committee Chairman French Hill (AR-02), and Ranking Member Maxine Waters (CA-43), in passing H.R. 664, the Housing for the 21^st Century Act of 2025, a landmark housing package, out of the full committee. The bipartisan measure addresses our nation’s affordable housing crisis and modernizes regulatory challenges impacting homeownership. The final package incorporated several bills filed by Rep. David Scott this year, including his Reforms to Housing Counseling & Financial Literacy Programs Act and Streamlining Rural Housing Act—proposals to tackle Georgia’s housing crisis.

The Housing for the 21^st Century Act addresses the nation’s housing crisis by:

Broadening access to homeownership, including manufactured housing and small dollar mortgages.
Reducing regulatory barriers and streamlining permitting, inspection, and environmental review processes to accelerate housing development.
Protecting borrowers and assisted families and enhancing federal oversight of housing providers; and
Strengthening the development of adorable housing for families in both rural and urban communities.

The Reforms to Housing Counseling & Financial Literacy Programs Act would:

Strengthen HUD’s authority to review housing counseling agencies and individual counselors.
Require corrective action, additional training, or retesting when performance standards are not met.
Expand access to HUD-approved foreclosure mitigation counseling for certain delinquent borrowers through the Mutual Mortgage Insurance Fund.

The Streamlining Rural Housing Act which:

Directs the U.S. Department of Housing & Urban Development (HUD) and the U.S. Department of Agriculture (USDA) to enter a memorandum of understanding (MOU) to align housing standards.
Currently, rural housing projects that utilize both HUD and USDA programs must undergo slightly different but separate environmental reviews and inspections to receive funding.
This creates unnecessary red tape for developers and drives up costs, ultimately contributing to the affordable housing shortage in rural communities nationwide.

“Today’s committee action brings us one step closer to ensuring these counseling services are accurate, effective, and accountable. Advancing this landmark housing package out of the full committee shows Congress can come together to strengthen federal housing programs and better protect borrowers, especially first-generation homebuyers and communities of color who have historically been targeted by predatory practices,” Congressman David Scott continued.

Access to safe, decent, and affordable housing is foundation to stable employment, educational outcomes for children, health, and the ability for seniors and people with disabilities to age in place. WASHINGTON D.C. – Today, Congressman David Scott (GA-13), was joined by Congresswoman Joyce Beatty (OH-03) and Congressman Cleo Fields (LA-06), all senior members of the House Financial Services Committee, in introducing new legislation to bolster the quality, accountability, and effectiveness of housing counseling services nationwide. The Reforms to Housing Counseling & Financial Literacy Programs Act of 2025 would provide the Department of Housing and Urban Development (HUD) with enhanced authority to review the performance of housing counseling agencies and individual counselors—ensuring that families who rely on these services receive the highest standard of guidance on homeownership, foreclosure prevention, and financial stability.

Housing counseling agencies approved by HUD play a critical role in helping families navigate the road to responsible homeownership. Housing counselors are often the first line of defense for homeowners to avoid foreclosure, repair credit health, and build long-term financial stability. Unfortunately, current statutory authority limits HUD’s ability to rigorously review counselor performance, intervene when counselors underperform, and ensure consistent quality across the national housing counseling network.

“When housing counseling is low-performing, inaccurate, or poorly supervised, it does not simply fail to help—it actively increases default risk, erodes household wealth, and undermines the integrity of our federal housing programs,” said Congressman David Scott. “We are doing a disservice to the borrowers who accept higher interest rates or are steered toward higher-cost, riskier products despite qualifying for safer government-backed options. Congress has a responsibility to ensure counseling services for homebuyers remains high-quality, data-driven, and accountable. Our bill ensures that the federal government is investing in counseling programs that work—and intervening when they don’t. Stronger oversight means stronger outcomes for Georgia families, first-generation homebuyers, and communities striving to close the racial wealth gap.”

“As co-chair of the Financial Literacy and Wealth Creation Caucus, I have long advocated for housing counseling to ensure hardworking families and first-time homebuyers have the financial skills they need to understand their mortgage terms, prevent foreclosure, and maintain stable housing,” said Congresswoman Beatty. “This commonsense bill advances that effort by expanding foreclosure mitigation counseling to borrowers who are 30 days or more delinquent on mortgage payments. As families across the country face an affordability crisis, we must give them more tools—not less—to weather the storm.”

“Louisiana families deserve quality housing counseling, especially as we continue rebuilding from past disasters,” said Congressman Cleo Fields. “This bill ensures that counselors meet consistent standards while protecting access to these critical services in underserved communities. I'm pleased this legislation provides funding through the Mutual Mortgage Insurance Fund to ensure delinquent borrowers can access foreclosure mitigation counseling. For families on the brink of losing their homes, cost should never be a barrier to getting help.”

The Reforms to Housing Counseling & Financial Literacy Programs Act of 2025 amends Section 106 of the Housing and Urban Development Act of 1968 to give HUD enhanced authority to review the performance of housing counseling agencies and individual counselors. Under the proposal:

HUD would be empowered to conduct periodic on-site reviews and evaluate whether counseling agencies and counselors are meeting program requirements.
If a counselor’s performance falls short, HUD could require additional education, establish a probationary period to demonstrate improvement, and mandate retesting when persistent deficiencies are found.
Counselors who remain out of compliance after multiple opportunities to improve could face enhanced oversight or permanent loss of certification.
Borrowers with certain federally insured or guaranteed mortgages who become delinquent would be provided an opportunity, through the Mutual Mortgage Insurance Fund, to access HUD-approved counseling.

If adopted, the proposal would significantly strengthen HUD’s capacity to identify underperforming programs early, direct resources where they are most needed, and improve outcomes in communities disproportionately harmed by predatory lending, high foreclosure rates, and limited access to trustworthy financial guidance.

WASHINGTON D.C. – Today, Congressman David Scott (GA-13) and Congressman Emanuel Cleaver (MO-5), re-introduced the Jobs, On-the-Job ‘Earn-While-You-Learn’ Training, and Apprenticeships for Young African Americans Act, legislation designed to grow and expand minority participation in America’s Registered Apprenticeship (RA) system. RAs are among the most effective tools for upward mobility, offering hands-on job training, industry-recognized credentials, and virtually zero student debt. Expanding their reach can significantly contribute to the economic stability of young Americans entering the workforce.

“Right now, in communities across America, far too many young African Americans face steep barriers to entering the workforce—high unemployment rates, fewer paid training opportunities, and limited access to modern, in-demand skills,” said Congressman David Scott. “In Georgia’s thirteenth district, African Americans face an unemployment rate of almost 5%, a rate that is nearly double that of other workers. This gap isn’t just a statistic; it represents lost wages, closed doors, and dreams deferred—locking out opportunities and creating barriers that keep too many young people of color out of high-paying, high-demand careers. Historically, African American workers have experienced disproportionately high unemployment rates and unequal access to stable, well-paying jobs. National data shows that Black unemployment remains two to three times higher than unemployment among white Americans, even during periods of economic growth. During economic downturns, African American households are more likely to face higher rates of foreclosure, food insecurity, and loss of wages—circumstances that often lead to a cycle of poverty for millions of Black families.

To curtail the barriers faced by young minority workers in employment and apprenticeships, our bill uses the existing RA system as a proven workforce development solution to lead young minority men and women into stable, long-term careers. Specifically, the Jobs, On-the-Job ‘Earn While You Learn’ Training, and Apprenticeships for Young African Americans Act of 2025:

Establishes a Diversity and Inclusion Administrator within the Office of Apprenticeship at the DOL’s Employment and Training Administration responsible for promoting and assisting greater minority participation in the national apprenticeship system.
Supports the Recruitment, Employment, and Retention of youth and other non-traditional apprenticeship populations in programs under the national apprenticeship system in high-skill, high-wage, and in-demand industry sectors and occupations.
Targets High-Earnings Occupations in construction, welding, electrical engineering, plumbing, information technology, energy, green jobs, advanced manufacturing, health care, and cybersecurity.
Updates the Registered Apprenticeship Application requiring new sponsors to include a plan to boost minority participation in apprenticeships.
Establishes a Competitive Grant Program for eligible RAs to create, increase, and expand African American and minority participation in traditional and non-traditional apprenticeship industries.

Congressman David Scott Introduces Bill to Restore $30 Million in Local Tax Revenue to Clayton County and the Clayton County Public Schools

WASHINGTON D.C. - Today, Congressman David Scott (GA-13), introduced the Airport Revenue Clarity Act, a bill that will return $30 million in tax revenue to Clayton County and the Clayton County Public Schools (CCPS). The measure addresses rules created by the Federal Aviation Administration (FAA) that prevents the county from collecting revenue from local general sales taxes on aviation fuel.

“Clayton County and its schools lose more than $30 million every single year because of this unfair sales tax loophole,” said Congressman David Scott. “These are funds that need to be supporting our students, strengthening our classrooms, and ensuring our teachers have the money they need to help our students succeed. Our students deserve the full benefit of the tax revenue generated in their own community. I am working with both Democrats and Republicans to pass this legislation.”

"Our community has watched as revenue generated at the world’s busiest airport left our county while our schools and services stretched to do more with less,” said Clayton County Commissioner Tashé Allen. “Regaining the right to collect and invest those tax dollars where they belong isn’t just a policy fix, it affirms that Clayton County matters and ensures that revenue generated here is reinvested in our schools, infrastructure, and public services."

In 2014, the FAA created regulations restricting the use of revenues for local and state general sales tax on aviation fuel—requiring funds to be used only for capital or operating costs of local airports. Clayton County had levied general sales taxes long before the 2014 FAA rule. However, since the regulations’ implementation, the county has lost over $30 million in tax revenue annually, half of which is dedicated to Clayton County Public School (CCPS)—even as the county does not directly sponsor nor provide oversight of Hartsfield-Jackson. These restrictions have diverted significant funds away from the community, money that Clayton County voters approved, and local leaders allocated to improve public schools, transportation infrastructure, and other local essential services.

The Airport Revenue Clarity Act would:

Exempt Clayton County, CCPS, and the Hartsfield-Jackson Atlanta International Airport from federal restrictions on the use of revenue collected through local sales taxes on aviation fuel.
Eliminate outdated federal requirements that force grant applicants to submit duplicative written assurances regarding how revenue is used in order to qualify for airport development projects.

Scott to Host Military Academy Reception
