Several bills of high interest to my constituents have received action in July. Below is a summary of a few of them. Please contact me anytime to share your views about federal legislation.

H.R. 4348, Surface Transportation Extension Act of 2012, also known as MAP-21, extends current road and transit programs for two years. Congressman Scott voted yes. For more information about MAP-21, click here.
- Student Loan Rates - extending current federal student loan rates for one year (H.R. 4348). Congressman Scott voted yes. For more information about the bill, click here.
- National Flood Insurance Program was extended for five years (H.R. 4348). Congressman Scott voted yes. The bill also included the Congressman's amendment to allow policy holders to pay premiums by installments, rather than once a year. For more information, click here.
- Audit the Fed - Federal Reserve Transparency Act of 2012. Congressman Scott voted yes. This bill is now pending action in the Senate.
- Farm Bill - the Federal Agriculture Reform and Risk Management Act of 2012 (H.R. 6083). The Congressman is a senior member of the House Agriculture Committee and participated in a multi-hour markup of the bill. He voted against the final version due to his concerns about the huge cuts to food assistance programs such as SNAP. The FARRM Act is now pending action by the full House.

SBA Drought Disaster Loans Available
Small businesses located in Douglas, Cobb and Fulton Counties that have experienced losses due to drought are eligible for SBA loans. Applicants may apply online using the Electronic Loan Application website at https://disasterloan.sba.gov/ela
Disaster loan information and application forms may also be obtained by calling 800-659-2955 or by sending an email to disastercustomerservice@sba.gov. Completed applications should be mailed to: U.S. Small Business Administration, Processing and Disbursement Center, 14925 Kingsport Road, Fort Worth, TX 76155. Completed loan applications must be returned to SBA no later than March 18, 2013.
Transportation Vote July 31
All residents of the 13th Congressional District are included in the Atlanta area for voting on transportation improvements. A referendum will be on the ballot along with the Democratic and Republican Party primaries on July 31. There has been a lot of debate about the merits of the additional funds for local transportation projects. The Democratic and Republican primaries will be held on July 31 along with the transportation referendum. The General election will be held on November 6. To find out if your voter registration is current and to locate your local precinct, visit the Secretary of State's website at:

Recent Media Appearances
This week, Congressman Scott wrote a column for the AJC about the so-called fiscal cliff facing the federal budget. Unless Congress acts by the end of the year, over $1 trillion in automatic spending cuts will be enacted. The affect of these draconian cuts on various programs such as defense systems, Head Start, special education and the VA could cause up to 55,000 jobs to be lost in Georgia. Annual Free Health Fair
