Congressman David Scott, Representing Georgia's 13th District

Dear Friend:

Congress has actually made progress on a few pieces of legislation.

On Wednesday, the President signed into law the STOCK Act (S. 2038), which prevents Members of Congress from trading stocks based on nonpublic information they gleaned on Capitol Hill.

The House and Senate have passed the Jumpstart Our Business Startups Act (H.R. 3606) and have sent the bill to the President to be signed into law.  The JOBS Act will allow small businesses to use the Internet to raise up to $1 million in small investments from a wide group of individuals through  crowdfunding.  The JOBS Act will also make it more attractive for smaller private companies to consider going public by exempting them from some SEC regulations for the first five years after staging an initial public offering.

The Senate has passed MAP-21 (S. 2081), which reauthorizes federal surface transportation programs for two years.  The most recent authorization for federal surface transportation programs, (P.L. 109-59), expired on September 30, 2009. Since then these programs have operated on a series of short-term extensions.  Major bridge, highway and transit projects have been held in limbo while these programs languish.  Republicans in the House have continue to fight amongst themselves about the direction to take in funding major transportation programs, thus requiring programs continue in stop-gap fashion.

Major Mortgage Relief

On June 1-2, Congressman Scott will host a major mortgage assistance event with Treasury, HUD and major lenders.  More information will be posted as the event is planned.  To download a flyer about the event, visit this link.

Federal and state governments recently settled a major agreement with the country’s five largest mortgage servicers: Ally/GMAC, Bank of America, Citi, JPMorgan Chase and Wells Fargo. Georgia had the fourth highest foreclosure rate in the U.S. last year and its share of the settlement would be more than $814.7 million.  To learn more about how this agreement could help you refinance your mortgage visit http://nationalmortgagesettlement.com/help.

1940s Census Now Publicly Available

The National Archives and Records Administration has made individual records from the 1940 Census available to the public for the first time. The site features an interactive overview of the 1940 Census, including questions asked on the census form, history facts, blogs, a 1940 Census video, and pictures. Users will also find a direct link to the National Archives website for looking up individual 1940 Census records.

In addition, there is a newly released infographic providing a rich visual depiction of how characteristics of the U.S. population have changed between 1940 and 2010. This is the first in a series of three infographics that will explore topics related to the 1940 Census. For more information, visit http://www.census.gov/1940census/

Your Tax Receipt Tool

For the first time ever, American taxpayers can see exactly how their federal tax dollars are spent. The receipt tool has been updated to reflect current spending.
