Dear Friend:
This week, Congress returned to Washington after the traditional August break. Hundreds of Georgians were in town for several events from the annual fly-in meetings hosted by local chambers of commerce to the Congressional Black Caucus Foundation's Legislative Conference. Congressman Scott met with local elected officials, small business owners and other residents of the 13th Congressional District.
House Votes
The House passed the Rural Energy Savings Program bill (H.R. 4785), which will help rural residents retrofit homes and small businesses to be more energy efficient. The legislation helps rural utility companies offer loans to customers for upgrading insulation, HVAC, boilers, roofs and other means to improve energy efficiency. The no-interest loans would be paid back through the customer's utility bills, which should be cheaper due to the more efficient energy usage. This bill must now be approved by the Senate
Committee Action
Congressman Scott attended two hearings in the House Committee on Financial Services. The first hearing was on the future of the housing GSEs (Fannie Mae and Freddie Mac). The other hearing concerned the SEC's new confidentiality provision.

National Violent Crime Rates drop 3rd year in a row
According to FBI statistics, national violent crime rates have dropped for three years in a row. Also, other crime statistics, such as property crimes, have decreased over a longer period of time. Given a lot of the challenges facing the country right now, it is good to learn that crime rates are not increasing. Congressman Scott will continue to support local law enforcement agencies in combating gangs and youth violence in the metro Atlanta region.
