Congressman David Scott, Representing Georgia's 13th District

Dear Friend:

At the end of 2011, Congress approved a short-term extension of the payroll tax cut and long-term unemployment benefits.   The tax break and unemployment benefit expire on February 17 unless Congress can compromise on a plan to extend them through the end of the year.

The House passed the STOCK Act (S. 2038) this week, which would ban insider trading by Members of Congress, prohibit use of insider information on initial public offerings (IPOs), and disclose the mortgages held by Members.  The House version of the STOCK Act differs from the Senate approved version, so the bill will now need to be sent to a conference committee before final approval.  I voted for the STOCK Act to help prohibit insider dealing with government information.

The House also passed H.R. 3521, the Expedited Legislative Line-Item Veto and Rescissions Act, which I supported. This bipartisan bill would allow the President to work with Congress to more quickly cut wasteful and unnecessary spending from annual appropriations bills. After signing an appropriations bill into law, the President would then send a list of wasteful or unnecessary funding items to Congress for reconsideration. Congress would then have to quickly vote up or down on keeping the projects on the list. The Senate must now consider H.R. 3521.

Congress gave final approval to HR 658, FAA Modernization and Reform Act, which authorizes federal aviation programs for another four years.  The President is expected to soon sign the bill into law. You can learn more about federal aviation programs at http://www.faa.gov/
