Congressman David Scott's Priorities and Leadership

Congressman Scott is a fervent supporter of increasing federal investments in transportation infrastructure and accessibility. His work reflects a deep commitment to addressing the current infrastructure challenges facing metro Atlanta and other rural communities across Georgia. Rep. Scott voted to pass the bipartisan Infrastructure Investment and Jobs Act, legislation which has created millions of good-paying union jobs in the 13th District, including for new roads and bridges, transit, rail, clean drinking water and wastewater systems, and high-speed broadband networks. He continues to champion clean energy projects through state-federal partnerships and tax incentives with a proven record of success. Each fiscal year, Rep. Scott advocates for increased investments in sustainable and resilient infrastructure solutions, recognizing its critical role for boosting economic growth and ensuring equitable mobility for all Georgians.

Public Transit

  • Rep. Scott has fought to protect the funding streams of the Infrastructure Investment and Jobs Act, which has delivered $8.9 billion for Georgia highways, $1.3 billion for transit expansion, $225 million for bridge repairs, and over $600 million for airports in our state.
  • For FY23, he secured $1 million in new federal funding for MARTA’s Clayton Justice Center Transit Hub, which will serve Routes 191, 192, 193, and 800 with covered waiting areas, fare vending, real-time transit arrivals, and public restrooms for customers.
  • Rep. Scott also secured more than $2 million for Cobb County’s planned multi-modal transit facility for CobbLinc riders to transfer between routes or transport modes, and to access surrounding jobs, medical, community services, and nearby developments.
  • In the FY23 and FY24 spending bills, Rep. Scott secured $1.5 million for MARTA to create Safe Routes to Transit which provides safe access to bus stops through pedestrian and ADA improvements, prioritizing equity and historically disadvantaged communities.
  • Rep. Scott is an original cosponsor of H.R. 3092, the Transit to Trails Act, which would improve access to outdoor recreational areas for underserved communities.
  • In FY25, Rep. Scott requested $3.5 billion for the High-Speed Rail Assistance Program and the highest possible funding level for the Consolidated Rail Infrastructure and Safety Improvements Program—two vital programs to help advance passenger rail in Georgia.

Infrastructure Upgrades

  • In March 2024, Rep. Scott secured $1 million for the City of Stockbridge Water Line Improvement Program to help design, plan, construct, and cover soft costs (including design fees and task orders) for upgrading the city’s water system.
  • Rep. Scott is fighting to replace lead pipes and service lines in Georgia public schools. That is why he cosponsored H.R. 5049, the Rebuild America’s Schools Act, which invests $130 billion in schools’ physical and digital infrastructure—primarily for Title I schools.
  • In May 2023, he proudly cosponsored H.R. 3413, the AM Radio for Every Vehicle Act, a bill to ensure drivers can access AM radio broadcasts, which are important for emergency alerts, particularly in rural and underserved areas across the 13th District.
  • In March, he joined 180+ Members in sending a letter to congressional leaders urging swift action to prevent a lapse in funding to the Affordable Connectivity Program (ACP) which provides $30 per month for low-income households to access internet services.Rep. Scott fervently fought to prevent deep cuts by House Republicans to the more than $100 million in broadband funding allocated to Georgia through the infrastructure law.

Aviation

  • In July 2023, Rep. Scott successfully secured a bipartisan amendment to the 2025 FAA Reauthorization Act, increasing local engagement between airline regulators and the local communities most impacted by airplane noise pollution. 
  • In July 2024, Congressman Scott cosponsored H.R. 5840, the Transportation Security Screening Modernization Act to require the TSA to streamline the enrollment processes for individuals applying for a TSA security threat assessment for certain programs.
  • To help improve security screenings by Hartsfield-Jackson International Airport’s TSA Agents, he cosponsored H.R. 3394, the Fund the TSA Act, a 2023 bill to ensure revenue collected from passengers as aviation security fees are used to cover our local costs.
  • As part of the FY24 funding bills, Rep. Scott voted to secure $1.75 billion for activities related to aviation safety to protect the well-being of passengers, airline staff, and airport employees.

Clean Energy Transition

  • To replace buses with clean, low- and zero-emissions vehicles, Rep. Scott sent a 2024 letter to the Georgia Department of Transportation urging immediate action for building an EV charging network with the $135 million allocated in the infrastructure law.
  • In support of the largest-ever direct investment in critical grid infrastructure, Rep. Scott fought to protect IRA tax credits for projects that will harden systems, improve energy reliability and affordability in Georgia.
  • As part of the IRA, Rep. Scott voted in support of the Greenhouse Gas Reduction Fund Solar for All Program, which provided $7 billion for low-income communities to access affordable, resilient, and clean solar energy.
  • To protect investments in clean energy, Rep. Scott voted against H.R. 2811, the Save, Limit, Grow Act, which would have rescinded funding for the Greenhouse Gas Reduction Fund and repealed tax credits helping Georgia residents access reliable clean energy.
